Dr. Houillion joins 10XTS after serving as Chief of Staff and Executive Director of Public Finance and Administration for the State of Kentucky Department of Local Government. In this capacity, he led efforts to assist local government entities with finance issues, including municipal bond issuance, compliance, and regulatory matters. His experience in managing complex public finance projects, coupled with his deep understanding of local government finance structures, will be instrumental as 10XTS advances its blockchain-based platform, XDEX, to support state and local government financial management.

A Veteran of Public Administration and Public Finance
In his recent role with the Kentucky Department of Local Government, Dr. Houillion spearheaded initiatives to streamline public finance for local entities, overseeing everything from budget planning to bond issuance processes. His office provided crucial support for municipalities, helping them navigate financial challenges and access resources to enhance operational efficiencies.
Prior to his tenure with the Department of Local Government, Dr. Houillion held several key roles, including Chief Administrative Officer for the Kentucky Department of Beverage Control, where he managed the agency’s regulatory and administrative functions. He also served as City Manager/Administrator for the City of Ft. Mitchell, where he was responsible for overseeing municipal operations, budgeting, and public policy. His comprehensive experience in managing public administration roles will directly benefit 10XTS’s efforts to expand its public sector blockchain solutions.
Academic and Community Leadership
In addition to his professional background, Dr. Houillion contributes his knowledge as an adjunct professor in the MBA program at the University of the Cumberlands, where he teaches courses on public administration, finance, and policy. He also serves on the Board of Directors for the Bluegrass Community and Technical College, supporting education initiatives that enhance community development and workforce preparedness. Dr. Houillion’s academic qualifications include a Doctorate of Public Administration from Valdosta State University, as well as undergraduate and Master’s degrees in Public Administration from Northern Kentucky University.
