As Chief of Staff for the Ohio State Treasurer’s Office, Berry oversaw a robust portfolio of financial responsibilities, managing an $18 million operating budget and a team of 125 employees. His team was responsible for overseeing the State Treasury’s $22 billion investment portfolio, a $224 billion pension custody portfolio, an $11 billion debt portfolio, and over $62 billion in state revenue. Berry’s responsibilities included managing the office’s communications, public affairs, legislative policy, and constituent affairs functions, providing him with deep insight into the complex financial and operational needs of government finance.
Berry led several high-profile transparency and innovation projects, positioning Ohio as a national leader in public finance innovation. His work included initiatives that set new standards in government spending transparency and the integration of blockchain technology for state services.
Pioneering Blockchain Adoption: Launch of OhioCrypto.com
One of Berry’s most notable achievements was leading the development and launch of OhioCrypto.com, an innovative platform that made Ohio the first state in the United States, and one of the first governments globally, to accept tax payments via cryptocurrency. This initiative demonstrated Berry’s forward-thinking approach to digital finance, leveraging blockchain to provide Ohio businesses and individuals with a modern payment solution. OhioCrypto.com established Ohio as a pioneer in blockchain technology, highlighting the potential for digital assets and decentralized finance within state operations.
Expanding Government Transparency: OhioCheckbook.com and STABLE Accounts
Berry also played a pivotal role in developing OhioCheckbook.com, a transparency tool that transformed Ohio’s online government spending records. His strategic messaging and national media outreach propelled Ohio from #46 to #1 in the U.S. for government spending transparency. OhioCheckbook.com established over 1,400 partnerships across the state, allowing local governments, schools, and other entities to provide the public with clear, accessible spending data. This initiative set a new standard for transparency and accountability in government finance, earning Ohio national recognition for innovation.
In addition to his work on OhioCheckbook.com, Berry led the development of STABLE Accounts, a savings program for individuals with disabilities. Under Berry’s guidance, Ohio established partnerships with 11 U.S. states, positioning STABLE Accounts as a national model for providing individuals with disabilities a secure way to save for their future without jeopardizing federal benefits.
A Background in Legislative Policy and Public Service
Prior to his tenure with the Ohio Treasurer’s Office, Berry served as a staff assistant for John Boehner, former Speaker of the U.S. House of Representatives. This experience provided him with valuable insights into legislative processes and strengthened his understanding of federal and state government collaboration. Berry is an alumnus of Miami University, where he earned a degree that laid the foundation for his career in public administration and finance.
